すでに見つかってる場合とか警戒モードに入ってる状態で使うと意味ないから先打ちしないといけない
あと、撃ったり接触すると普通に認識される

That's the visual effect for the Signal Jammer consumable! Signal Jammer messes with how other runners, the UESC, and other sensor systems perceive you. It temporarily makes you un-pingable, lets you walk through Claymore and Proximity Mines without triggering them, hides you from thermal scopes, prevents a few proximity-based detectors from working, and of course blurs your model which makes it harder for enemies to tell which shell you're playing, where you're aiming/facing, and so on.
